Philadelphia historical commission failed to consider article 1, section 27 of the pennsylvania constitution when denying application to alter building.

For interior level 2 alteration to 2nd-4th floor of existing structure including reconfiguration of bathrooms and kitchens on 2nd floor as per plans. Separate permits required for all mechanical, electrical, plumbing and fire suppression work.

For amendment of permit ap#718826 to document excavation and underpinning of the basement stone-wall foundation (to be monitored by special inspector on record). No work to exterior of building except for placing mechanical equipment on roof, not to be visible from the public right of way. [asbestos abatement to be required prior to scope of permitted work for any alterations to interior plaster exposing the joint compound.] separate permits for fire escape installation, electrical, plumbing, fire suppression, and mechanical system alterations.

For the partial demolition of an existing attached structure to remove window bay on first floor on west facade (as per phc approved plans), size and location as shown on plan application. For use as multi-family household living (four (4) dwelling units), with professional home business on first floor front accessory to first floor dwelling unit only (no more than one (1) regularly-employed assistant on the premises, and subject to use-specific regulations as per section 14-604(10)). No signs on this permit.

Certificate of occupancy (co) required prior to occupancy for the replacement of forty (40) windows on north, south, and westerly facades, for the partial demolition of a window bay on the first floor (westerly facade), and for the installation of one (1) sliding door in its place, as per plans (approved by philadelphia historical commission). Separate permits required for any mechanical, electrical, plumbing, and fire suppression work. No interior work on this permit; separate permit required for interior alterations to add fourth dwelling unit. Building is not sprinklered.
